True Authority
Government was invented by Yahweh, the God of Abraham, Isaac, and Jacob. He, from the time of Adam, intended to be the King of the earth, with humans co-operating with Him in His government. He is a King: from everlasting, unto everlasting.
In reading the record Matthew left of the earthly ministry of Jesus, it is very easy to notice that almost all of the teaching Jesus did related to the Kingdom of Heaven. Sometimes He spoke of the Kingdom of God, and used the phrases interchangeably. There were some parables in which He taught about Believers and unbelievers, and how they related to the Kingdom and to each other, but the reference to the Kingdom was nearly always present.
John the baptist did not preach that people needed to repent so that they could "go to Heaven," but because the Kingdom of Heaven was at hand. Heaven's Kingdom was about to invade the earth. Jesus took up the exact phrase John had been preaching as His first sermon when John was jailed. The Kingdom of God is not limited to a 1000 year reign of beheaded saints on the earth with Jesus. It is not just future eternity living with Jesus. It is the domination of the place and people of the King by the King. His domain, as long as He gives choice to participate or ignore, is limited to the place where He is obeyed. If unbelievers do His bidding, they are part of the Kingdom. If they remain unbelievers regarding the gospel of Christ's offer of salvation, they will be severed from having any eternal inheritance in His Kingdom. If they become Believers, they will inherit the Kingdom. Believers who refuse to enter into His dominion over their lives, refusing His commands, will not inherit the Kingdom, even though they will not be cast in the lake of fire. Their names will be found written in the Lamb's book of Life, but they will have no reward of authority in His Kingdom, since they refuse to take any responsibility for service in it in this life.
The Kingdom of God is His supernatural government in the earth and in Heaven. He has received all authority in both realms. He wants to exercise His authority through His ministers (servants) in the earth. Some of these ministers are assigned responsibility in earthly governments. Some are given responsibility in ministries of public or private education, some in businesses, some in the arts, some in rearing children who have Biblical, Kingdom worldviews by protecting them from deceptive educational experiences provided by a government of men who hate the King.
Rulers rule with rules. Laws are created to define good or to define evil. They exact justice on evil and promise reward to good. Well, they do those things when they are righteous, anyway. God invented government. Unrighteous, unfair, deceptive laws that create more power to the rulers instead of freedom and safety to the people are also in existence. When men and women lust for power, they write such laws. The good laws are products of law-writers obeying the King that they represent. The honest business practices that ministers of the Kingdom of Heaven offer in the earth will be present whether the laws of men demand those practices or not. For example, it does not have to be against the law for me to steal in order for me to refuse that temptation. The King has revealed in my heart a desire to resist stealing.
The three basic governments in the earth are political, man-controlled government; religious, man-controlled government; and the Kingdom of Heaven. The Kingdom of God has ministers (servants) assigned to influence the governments of men and the government of His Church. God is not mocked, so men reap what they sow, including the installation of evil, power-hungry political and religious leaders. No one gets authority without being approved by the One Who really has been given ALL authority in Heaven and in earth. He allows us to sow and reap evil, though He first, despises it, and second, will put an end to it at a point in time in the future. Go discover who was the ruler over the Roman government of men when Paul wrote by revelation that the ruler had been placed in that position by the real King (start in Romans 13).
No solution to a human problem will enter the earth through the religious government or the man-made alternative government unless the Kingdom of Heaven has a minister in place to create it in one of those realms. Harvest will come, but no solutions to problems. They sow wind, and reap a whirlwind. Some unbelievers, surrendered temporarily to the will of the King, will be a part of the creation of righteous harvest, even more so Believers installed in their places of authority in business and government and cetera. Some Believers will be powerful leaders of the Church to new levels of effectiveness in making the Savior known in the earth - those who are surrendered to the King. Those merely religious leaders, who have man-made authority in the realm of the Church, or in false religions, all intent on gathering more power and more wealth, have no good thing to add to a harvest of goodness in the earth or in Heaven.
We only find the power of God to effect change in the earth by submitting to His authority as a King. If our relationship with Jesus is simply to have purchased "fire insurance" against loss in the lake of fire, we have not yet met Him as Lord. Only when all of our decisions are made after carefully considering not just what His Book says, but what His Spirit says, are we walking in the Kingdom of God. For example, instead of studying the teaching of the next person who is instructing you about your responsibility of giving 10% of your income to his building fund or income, study the teaching of the King regarding finances in His Kingdom:
14 For the kingdom of heaven is as a man travelling into a far country, who called his own servants, and delivered unto them his goods. 15 And unto one he gave five talents, to another two, and to another one; to every man according to his several ability; and straightway took his journey.
16 Then he that had received the five talents went and traded with the same, and made them other five talents. 17 And likewise he that had received two, he also gained other two. 18 But he that had received one went and digged in the earth, and hid his lord's money.
19 After a long time the lord of those servants cometh, and reckoneth with them. 20 And so he that had received five talents came and brought other five talents, saying, Lord, thou deliveredst unto me five talents: behold, I have gained beside them five talents more. 21 His lord said unto him, Well done, thou good and faithful servant: thou hast been faithful over a few things, I will make thee ruler over many things: enter thou into the joy of thy lord.

Please notice that the man who only gave the lord of the story 100% was called "Thou wicked and slothful servant." The reward winners in the story gave 200%. When you have surrendered to His government, you are now at the threshold of making a difference in the earth.
Your prayer, your voice, your gift to serve Him in the realm of authority in which He has placed you, all of these can change your part of the culture of a society. They can change the ability of a nation to prosper as a nation. They can outweigh and displace evil. Relying on religion, (even one that resembles the Church of the Firstborn who are registered in Heaven), to bring God's government into the earth will bring instead destruction and disappointment. Relying on the man-made governments, even though each officer is picked by the King to be the stock from which men choose their harvest, will only bring loss to that government, since it will only seek its own benefit and sustanance. The government of the United States of America is, by self-declaration, a government "of the people, by the people, and for the people."
Relying on the King of Glory to rule first in your heart, and then in the earth, will open a door to Him to have His way in the earth. Giving Him freedom to guide you into every decision you make will effect His Kingdom in the earth in the realm where He has given you authority. Jesus is a Door. On the cross, His torn body became our access to His Father. It also became His Father's access portal to the earth, where He has desired to be King with the cooperative rulership of His family from everlasting to everlasting. Give Him your heart. Give Him your strength. Give Him your position, whether it is in your home, your community, your nation, whether it is in the Church, in politics, in education, in some artform, or in business.
When God's people begin to walk in righteousness in the places He has ordained them, they will displace destruction and deception with Life and Truth.
